    Civil liberties are basic freedoms while civil rights are the basic right to be free from discrimination based on such characteristics as race, disability, color, gender, national origin, and others.

    Civil liberties

    Freedom of expression. Freedom of speech. Freedom of assembly. Freedom of press. Freedom of religion. Freedom of conscience.

    Civil rights

    right to vote, the right to a fair trial, the right to government services, the right to a public education, the right to use public facilities.
