    The primary reasons were his concerns about the massive French casualties throughout the war which would have made him reviled in America. He also strongly opposed French General Foch's attempts at integration for the goal of mainting American leverage and status over the French at the upcoming versailles confference. Pershing also had his own plans like seizing St Miheil which would have opposed the French pushes near belgium.
