would you agree or disagree that you should not be made citizen if you do not understand the government or it's principles?

I agree that I should not be made a citizen if I do not understand the government or its principles. This is so because if I cannot understand the government or its principles I will lack the capability to understand what the government is supposed to do and not to do; therefore I will not be able to support valid authority or take a stand against power abuse.
