How did the Spanish change their policy in 1802? Why did they make this change?

    This change had to be concerned with the Political Constitution of the Spanish Monarchy that was the first constitution of Spain.

    It was established on 19 March 1812 by the Cortez de Cadiz. The first Spanish legislature. This constitution was of the most liberal of its time.

    It produced that the Spanish citizenship to natives of territories that had belonged to the Spanish monarchy in both hemispheres.

    Then, Spanish changed their policy in 1802 under the conception of the constitution and they make this change to confront the politics of Bonaparte.
