Pretend that you are a serviceman stationed at Pearl Harbor in the summer of 1941. You have been given five minutes with your commanding officer to explain what you think America should do in order to be better prepared for a Japanese attack. What would you say?

    i would say we should stay on high alert until the attack and that we should move civilians to a local shelter and activate our flack cannons in order to shoot down the attacking planes.
