The correct answer is B. by requiring permits for workers.

    Explanation:

The Five Tribes (Cherokee, Chickasaw, Choctaw, Creek and Seminole) were relocated from the Southeastern U. S. to Indian Territory in Oklahoma under the Indian Removal Act. Once there, each of the tribes restablished their respective governments, schools and courts. The federal government recognized their legal standings. Since the Native American tribes owned the Indian Territory, miners and railroad officials had to negotiate and get permission to work on their land, since it was not controlled by the federal government. This parternship can be seen in the incident between striking coal miners in Indian Territory in 1894. Due to Nativa American ownership of the land, the striking miners were removed by the railroad officials and the federal government when the Natives asked them.
