In the early 1800s, the United States was a young nation. Early presidents, such as Thomas Jefferson, wanted to stay neutral in the affairs of other countries. What does it mean for a country to "stay neutral" in foreign affairs? Why might a country want to have this outlook?

    1. one that does not take sides with belligerents in a specific war and has permanent neutrality in all future conflicts.
