Why did the western pact dissolve in 1991

A. The Cold War had ended, so the Soviet Union no longer needed to manufacture nuclear weapons.

B. The Soviet Union had fallen, so it no longer needed to govern its federation states.

C. The Berlin Wall has been brought Down, so the pact would no longer keep Germany divided
