    A. Congress was better informed about America's ability to fight a war, US citizens didn't know the countrys military strength

    Explanation:

After the attack, Japan officially declared war on the United States. The following day, President Roosevelt made his famous speech: "Infamia" and signed a formal declaration of war against the Empire of Japan. A few days later, Nazi Germany and Italy also declared war on the United States.

On December 8, 1941, the day after the Japanese forces attacked the US military base in Pearl Harbor, Hawaii, Franklin Roosevelt addressed Congress with one of the most famous speeches to Congress in history and requested the Declaration of War on Japan.

The speech to the congress, had more information on the military power and the ability of the USA to fight in the war. Roosevelt left that information in the speech because he needed congressional approval for a declaration of war, and Congress needs to know if the US had enough power to do so. On the other hand, the speech made to the population had less information about American war power, but it was a speech with a greater emotional load that had the objective of improving the patriotism of the population and the will to defend their homeland.
