    White Man's Burden is a famous poem by R. Kipling who strongly believed that European powers are modernizing the colonies and that they are actually putting a lot of effort in it, thus creating civilized world.

    Explanation:

    In the period when the poem was written most of Asia and Africa was controlled by European countries. They used the materials and resources of those countries, and in exchange they "modernized" them. Of course, this was just an excuse for them systematically taking everything they want from those colonies.
