    •Bismarck declined Napoleon's (France) offer to buy Luxembourg

    • After Spanish queen Isabella ||'s abdication, Leopold became the new monarch and he accepted an offer from Bismarck-> angered France

    Explanation:

    •Bismarck received the Ems Telegram (France) in regards of the Spanish succession

    •Bismarck change the wording and published it - > making France sound demanding

    •Both parties became mad
