    There were many actions the government did to make moving west simpler:

    1) It gave protection with the army, against Indians.

    2) They passed the homestead act (give cheap lands to new settlers).

    3) They gave land concessions to the railroads, to make them expand western.

    4) Tried to find the best productive ways to farm.

    Moreover, apart from agricultural growth, for industrial growth, the government didn't regulate big companies and didn't impose any new rules.
