    Social welfare spending that benefitted the urban poor was cut during the 1980s. Job training, nutrition, and social services were all eliminated or reduced in favour of greater military spending and tax cuts.

    This greatly increased the gap between the rich and the poor and made living conditions in the inner city worse.
