This was well know as the "First War Powers act in 1941! There were many actually!

I believe it created a sort of Checks and balancing for the president

What caused that was the bombings of some place I forgot

Another act was enforced because of the attack on the Pearl Harbor by Japan in Hawaii. This was the spark that lead to WW2!
