    The Intolerable Acts included four acts meant to punish the colonists following the Boston Tea Party.

    Within the Intolerable Acts was the Massachusetts Government Act which the headline in the question is referencing directly. This act redesigned the Massachusetts charter making the colony a "crown colony" meaning it would now be run by the British military. General Gage was put in control of the colony and part of the military rules put into place was Gage's permission was needed to hold any town meeting. This restricted the ability for Patriots to meet and make any rebellious plans.
