    It was the Immigration Act of 1924 or Johnson-Reed Immigration Act which created quotas that made difficult for southern and eastern Europeans to immigrate to the United States. The Act provides that only 2% of foreign - born population based on the 1870 national census could immigrate to US. The act barred altogether the people of Asia except Japan and Philippians to immigrate to US. The Immigration was allowed on the basis of literacy test and immigration tax besides only 2% quota.
