    English poet John Milton published a work in 1649 advocating the people's right to execute a guilty potentate, head of state or monarch, that book is "The Tenure of Kings and Magistrates" in a time of political turmoil; Milton differentiates between a king and a tyrant and expound the need for laws that limit rulers' power, justifying with it the previous execution of "Charles I" in England.
