The Declaration of Independence is only a statement that proclaims that the 13 colonies were independent states and no longer under British rule. At the beginning of the Declaration of Independence of the United States, it says that all people are born with natural rights and the government is created with the purpose to protect those rights and when the government fails to do so, people have the right to rebel. The idea of the social contract is exactly that, the people "sign" a contract that creates a government and the government agrees to the contract by protecting the people's rights. And if this government fails to protect those rights the people have the right to revoke this contract and sign another one.
