What problem might arise if congress could only use expressed power to pass laws

    Since the express powers are only those ennumerated, it was argued by Hamilton that the sovereign duties of a government implied the right to use means adequate to its ends; ince it is not possible to describe all those potential means, it makes obvious that express powers are not enough. This gave birth to the "Implied Powers" doctrine.
