The answer is: ignored civil liberties.

Alexander Mitchell Palmer was Attorney General and supervised the Palmer Raids between 1919 and 1920. After the Russian Revolution, there was concern about a rise of anarchism, communism and socialism. As a consequence, Palmer organized a series of captures and deported several leftist Italian and eastern European immigrants, which caused objection by civil rights activists.
