Reagan was charismatic andGorbachev was reform minded. Reagan started changing his reform policies when Gorbachev came to power because Gorbachev was open to reform. Gorbachev instituted two new policies that allowed for greater freedom, and allowed some criticism of government figures and freedom of the press.
