By the end of 1800 only a few african american served in the congress. About twenty in fact.

The fifteenth amendment granted the African-American men the right to vote. However, by the end of the 1870s discrimination was used to prevent African Americans from exercising their right to vote. The amendment states the congress shall have power yo enforce that article by appropiate legislation.
