One international problem was The French Revolution. The US decided to stay neutral in this war because there was nothing that they could get out of this war positively. If they sided with the British the French would think that they went against their treaty made after the American Revolution. But if they went with the French, Britain their main trade partner might refuse to trade with them first. Either way it is a lose lose for the Americans.

Also, France sent young members of their country to America to recruit them for the war. Finally, the US treaty with Spain in claiming their land in North America. They owned land west of the Appalachian Mountains.
