    John Quincy Adams, monroe's heir, translated the Monroe Doctrine as the statement of the United States ' dominance in the West hemisphere. In 1825, Simón Bolivar organized the Panama legislature in the attempt to unify the Latin American nations. Bolivar nearly decided against inviting the United States because that meeting could give it the opportunity to push its power upon Spanish America. Sure enough, Adams planned to take the meeting to make the common declaration of the Monroe Doctrine from other American countries and to develop trade treaties for the United States. Nevertheless, the United States did not accomplish to reach its goals at the meeting of Panama.
