    *Former confederate stares had to swear an oath of allegiance to the United States. - To avoid warfare happening between US states.

    *Ten percent of the states' voters had to want back in. - Because if it was a greater percentage many of the Southern states would not have the votes to rejoin the United States.

    *Each state had to abolish the institution of slavery. A necessity of the society at that time.
