    The reason why the framers (Founding Fathers) of the constitution included the concept of a limited government because they wanted to make sure that the government was not too powerful over the citizens of the United States, making it so the government doesn't over exceed it's domination. That led to the making of the checks and balances between the executive, legislative, and judicial branches.
