The cause was that the Molasses Act of 1733 that imposed six pens per gallon of molasses wasn't so effective in collecting taxes due to evasion then a new Molasses Act of April fifth, 1764 reduced the rate by half and increased measures to collect taxes. British wanted to be more effective in collecting taxes. The effect was that this measure increased concerns and assisted the movement that turned into American Revolution.
