do you think christianity would have developed in the same way if it had arisen in an area outside of the roman empire?

    No, because the church had the better constructed system of community and communication, so the Roman empire was as able to use the church to get messages to trickle down to the lowest of the population ... so I would reasonably say the church could have been pushed by any smart government.
