Hi,

The creation of NATO was seen as a tool of containment against USSR.

Explanation

When the western European countries and America unified the military power, it was viewed as a strategy against containment of the USSR. Then West Germany joined that alliance, soviet union was threatened and the response led to the Warsaw Pact 1955 that had a significant effect on policies for both sides in the cold war.
