Is citizenship limited to men a characteristic of Athens, Sparta, or both?

In many ancient Greek societies, citizenship was often restricted to males and property owners. This was not only common in Sparta, which was essentially, a military state, but Athens as well.

I believe it to be Sparta I may be wrong
