    President James Buchanan signed the bill creating the Dakota Territory in March 2. 1861. Which was originally included the area covered today by both Dakotas as well as Montana and Wyoming. North Dakota is considered 39th state because of alphabetical position. Dakota means friend in Sioux Indian.
