What were the problems facing public education, and what types of institutions were created to deal with them?

    The problems facing public education was the problem of desegregation. After segregation had ended, many white people weren't adept with the idea of their children attending school 28th African Americans. Therefore many white children was pulled out of public education system and that was the beginning of private institutions. Which are mainly populated by white people.
