    The correct answer is France. France was a country that owned the 10 mile stretch of land that was necessary for the United States to build the canal. It did so in 1902 under the Spooner Act, and they paid 40 million dollars for it which was a lot more money then then it is now. After that, more negotiating ensued for other parts of Central America.
