Why do most state sponsors of terrorism attempt to conceal their involvement?

    Well if they did not conceal their involvement they would cause a mass uprising possibly, or they could get in trouble with other countries. Such as Iraq hid their terrorist sponsored attacks, and when the U. S found out they released the information. The U. N told them to stop yet the didn't. So countries were forced to put trade embargoes on them.
