Why is Douglass happy to hear his master say he would be of no use if he were educated?

    Because that is the moment Douglass finally realized a truth of the white people, especially the white master. They fear that black people would rise against and seize back their freedom if they were to be educated. So while the master may sound cruel this is a awakening moment for Douglass.
