It has to be C because at that time the french revolution was going on and Maximilian le Robespierre was writing the laws of France and the new nation (The United States) needed a constitution, so the based of the french and the magna carta

C. All the other ones are way off. I was thinking maybe D but it wasnt a law so C for sure
