Explain why Hitler was able to take over Austria and Czechoslovakia

The main reason Hitler was able to take over Austria and Czechoslovakia was because the world sat back for years while Germany violated the Treaty of Versailles and built up its arms. By the time everyone realized how large the military had gotten it was too late.
