    Jefferson was a believer that the colonies had been slightly chaotic in the days leading up to the Revolution, but he was a firm believer that this was all in all a healthy thing.

    The first sentence indicates that jefferson is proud on the fact that the colonies managed to last hundred of years without rebellion. He made that statement to encourage other to settles to other places and develop their own businesses there.
