    Expressed powers and/or rights are those specifically written in the Constitution and have no need for inference.

    Expressed powers are given to each branch of the government. The Executive Branch (the president) for example has expressed powers to veto bills from Congress, to ask for a declaration of war, and to write executive orders. The expressed powers were written into the Constitution to ensure each branch was a check to other branches of the government.
