    They could not leave Nazi Germany because they had to pay a lot of money to get a permit card (before WW II). During WW II they could not leave Germany because SS officers followed them and there were also a lot of mean people that told the police where the Jews were hiding.

    Some of the Jews were patriots - that was also a very important reason.
