In a debate, a candidate for governor claims to be "hard on crime." What would be the best action for voters to take with this claim?

    When he says that he means that he will give harsher sentences to criminals, but is it harsh on even minor offenses? Is he going to be unreasonable about it? Does a jaywalker get jail-time and petty theives the the death penalty? Things like that.
