How did Hamilton propose to enact his programs? Who opposed him, and to what degree was Hamilton successful?

    Hamilton wanted to pay for most of his programs with tax revenue collected from the individual states. Jefferson was his main opponent in this because he feared the government would become too powerful. Hamilton was ultimately successful, however.
