Why is congress barred from including conditions concerning a states government?

    Congress is barred from settin conditions on state governments that are not expressly written in the constitution. The 10th amendment was written to protect state governments rights under the constitution. Our founders believed that many issues could be much better handled at the local level, rather than the federal level.
