    Depends on system. In cesaropapism used in Byzantium no. In High and late Medieval Latin Europe the main concept was a separation of secular and ecclesiastical authority so their competence was diferent, in early modern era when dminant system was absolutism situation was similar to cesaropapism (especially in protestant countries where monarch was head of national church)
