    There were some reasons but main of them is the nature of full representative democratic governement to achive skilled democratic government first thing is stable rule of law without it it is obvious that political leaders would not succeed in govern, so implement rule of law in former dictatures had to be longer process than simply democratic elections, without it it is easy to led to "mob rule" political instability then leads to frequent change of government
