    Foreign policy is the nation's external goals and the techniques and strategies to achieve them.

    George W. Bush did not have any experience with foreign governments prior to becoming president. He was not respected by any foreign leaders and in fact created discomfort with Angela Merkel of Germany when he touched her shoulders inappropriately.
