Under President Johnson's plan for Reconstruction, how could states be readmitted to the Union? Twenty percent of a state's white males had to swear loyalty. States had to disenfranchise all former Confederate soldiers. State conventions had to establish new governments. States had to ratify all three Reconstruction amendments.
