Do countries listen to the u. n today

Essentially, every country has representatives (to obviously represent their country) at the United Nations meetings. These representatives meet up and discuss goals and the like, in the interests of maintaining peace and preventing major wars. So, from this representative system it would make sense that countries do listen to the United Nations.
