Which city state appears to control the Greek peninsula?

The reason why it's a tricky question is because one could answer either Athens or Sparta.

Both of these city states were very powerful at times, but their power was fluid in certain periods. Sometimes Athens were more powerful and could have been said to control the Greek peninsula, in other times it could be said Sparta was the "ruler".
