    Prior to the 1860s, (d.), the juvenile-justice system created a distinction between youth and adults.

    It was during the Refuge Period where a juvenile-justice system was in progress of evolving to a more just system for the youth who committed criminal cases. They are put into a House of Refuge where they are trained with skills and taught proper behavior until they reached the right age.
